[ILQSO] rules link

As some have noticed, the hot-link to the rules is not correct.  Go to
http://www.w9awe.org/ILQP%202008%20Rules.pdf for the 2008 rules.

I'm not clever enough to fix it, but it will get fixed....

Some older websites still list suggested frequencies for ILQP operation.
I'm sure we'll need to re-visit these eventually as the expanded phone
allocations have changed operating strategy a bit.  For now, go where
you find the action, think loud.
