[ILQSO] Foul up on county abbreviation

I had that problem in 2000 when I sent MARS for
Marshall when operating from the BURO/STAR/MSHL county
line. I was wondering why people were asking for
repeats alot. Didnt figure it out until after the
contest.
I worked you when you were sending WINN and just
logged it as WBGO.
