[ILQSO] New Mobile Rules

I personally get a bang out of operating on a four county corner.  I 
only did "so-so" because it was so frigid (40-45°F with 20 to 30 MPH 
winds), and a "sorta antenna", but I managed to get a larger score than 
with any other QSO party, including others with 12 hours instead of 8.

The rules are consistent with the county hunters rules, so I'm 
comfortable with them.  I probably wouldn't drive 200 miles to a single 
county for a portable category, nor would I really appreciate having to 
pull down and set up antennae in each of the four counties, which abut 
each other.

The rules committee is law, and whatever they say goes, but my counsel 
would be to consider the overall health of ILQP rather than the rantings 
of a vociferous minority.
