[ILQSO] Publicizing the date of the ILQP

Sorry for the duplicate, folks, but with the "original date" of 2014, I 
figure that some mailers will automatically reject the message.  I was 
looking at future dates on my computer, and forgot to change back to 
2006 before sending the message.

The Ohio QSO party had the same "problem" as the ILQP.  It was billed
for years as the "last Saturday in August."  Then one "last Saturday"
(2003?) fell on Labor Day weekend, and the OQP folks figured that would
be a disaster, so they changed to the fourth Saturday of August.

In subsequent years, it would behoove the ILQP folks to specify that the
ILQP be on the third Sunday after the third Saturday of October, and
prominently publicize this on the web and elsewhere.  It might be
appropriate to put a table of future dates:

Year  Date
2006 October 22
2007 October 21
2008 October 19
2009 October 18
2010 October 17
2011 October 16
2012 October 21
2013 October 20
2014 October 19
2015 October 18
2016 October 16
2017 October 22

Another way of looking at this is that the ILQP is the third Sunday of
October, unless that date is October 15.  Since the next time this
occurs is 2017, we have enough time for us to forget this quirk in the
calendar!  :)

This situation doesn't happen very often, so people tend to forget (as
is evident from conversation in this reflector) if the publicity isn't
explicit and complete.
