Does one count the mutipliers as the total number of counties plus 
states and provinces per mode, i.e. one multiplier for Wyoming for CW, 
one for Phone?

Or just once, regardless of mode?

Seems like it would encourage folks to concentrate on CW because of the 
2 points per contact, but then there's the fact that one can often 
achieve a significantly higher rate on phone vs CW.

I'm curious.
