Yup, the call has to be an exact match in LOTW.    N9FN, N9FN/M, and N9FN/P
are all different calls from LOTW's point of view.   You must have a
certificate for each call you use, including /anything.     The call in a
certificate is tied to a DXCC entity that can not be changed, but it's easy
to specify the state, county, grid, zone, etc during the log signing process
just prior to uploading to LOTW.   The problem with operating from a county
line, or from the CHAM/DOUG/EDGR/VERM corner is that for LOTW only one
county can be listed per QSO.   At that location I was physically in just
one county but really, really close to the other 3, so I listed the one I
was physically in.   I could upload the log 4 times, one from each county,
but then I would have to time shift the QSO's by a second each time so as to
make each a new, unique QSO.   A person that worked me would have to enter 4
separate QSO's to match each of the ones I uploaded to get credit for all 4
counties.   Now if they were on a line also, it gets even uglier.   You can
see how that goes, so in my opinion it's not worth the hassle there.   

I have uploaded every HF QSO I've made to LOTW and I've been particularly
careful to make sure the State/County info is correct for those working on
awards where that info is significant.   I have never signed N9FN/P
anywhere, so I've uploaded my QSO party portable operations as N9FN and had
a lot of matches from the IN, IL, MI, and NA QSO parties.     

I did get a certificate for N9FN/M and have uploaded my mobile logs both as
N9FN and N9FN/M, and even though I clearly sign "N9FN Mobile" on SSB, the
majority of QSL matches I have received are to N9FN, not N9FN/M.

Anyway, that's my .02 worth.    Hopefully it helps.    Also, sorry if anyone
else responded and this is redundant.   I'm on the digest version and
haven't received the next digest yet.
