[ILQSO] signing /p and /m

The signing /p or /m is not required for scoring but you do want to make 
sure your entry gets put in the correct class for scoring, but that should 
be included in the summary sheet or the Cabrillo format. 

LoTW is a whole 'nother story.  It is really hard to control how the other 
station logs your call. 

Logging programs may need the call to be entered as /p or /m or some other 
format to keep from thinking the call is a dupe.  I know most of the logging 
software requires a seperate entry for each county and many of them will 
think the second, third or fourth entry is a dupe.  In several programs, 
adding the /p or /m or /r allows the entry to be scored. 

As far as a reason to sign anything special, the best reason is for mobile 
stations to indicate their current county, helping those watching for them 
to know if it is a need multiplier or not, but that is redundant to do all 
the time.  I hope N9JF will ad to this.
