[ILQSO] suggested SSB frequencies

This should be on the FAQ page, but I forgot it...

The "suggested frequencies" for SSB have traditionally been 3890, 7290,
14290, 21390, 28390.

We could spend from now until the 22nd deciding if those are "good"
frequencies.  My rather meager experience on SSB during ILQP has shown
that:

1) 14290 is fine unless Jamboree-On-The-Air is in progress.  Then this
seems to be a favorite spot for JOTA stations. We missed them this year.
Have fun on and around 14290.  Avoid the Maritime Mobile Service Net on
14300.
2) 21390 and 28390 are fun if the band is open.  Try a CQ there
occasionally and good luck.
3) 7290 is OK, but most will be well below there.  Spread out and call
CQ.
4) 3890.  What can you say about 75 meters and contests?  Lotsa luck.

That's my .03 worth until after the 22nd.
