John:

Not free, but for $6 donation the N3FJP programme can't be beat. Details
are available at http://www.n3fjp.com/ (I paid for the entire suite of
N3FJP's programmes, and have used it for NAQP, OQP, MiQP, Field Day and
probably others.) If you want to look at the programme, a free version,
fully functional for up to 30 contacts, is available at the same site.
The only difference is that you don't enter an activation code.

Since I'll be at a county line, I was very interested in having a
programme which would handle multiple counties. The version has a way
to add multiple counties during the initial setup, After this, it makes
the multiple contacts each time one contacts a station. You need to
remember to to add the multiple counties each time the program starts,
but other than that, it works great.

I haven't looked at other programmes, so I don't know if any of them
support a single line entry for contacting a station at a county line.
