Joe, and others:

Thanks to all for the advice and information about the ILQP.

Since I plan to be at the edge of two, maybe 3 counties, I'll need to 
stay there for 8 hours.  Depending on weather (which can be a bit 
unpredictable at that time of the year, I'd like to be able to put up a 
dining canopy or similar shelter.  And, to maximize the signal, I'll be 
bringing along 30' or more of mast, to put up an inverted V Antenna.  
Such an arrangement will surely attract attention, so permission from 
landowners would be almost a necessity.

Anyway, one fellow made an excellent suggestion.  Come down to Illinois 
in advance to scout the area, make sure there's no RFI from power lines, 
etc.  I'll more than likely do that, arriving on Friday morning in time 
to scout several of the "three corner" spots which I located on the 
map.  I'll bring my trusty pup tent and sleep in a campground on Friday 
evening, and be ready by early Friday morning.

I'm almost sure I can find a landowner who will be receptive to my 
plight.  If not, I'll operate from the campground as a single county.

Just to add to the previous replies...

Since my mobile operations usually consist of sitting at a county border 
for only 30~60 minutes, I never felt the need to inform the local or 
state police ahead of time. But if you will be at one spot for the whole 
contest, it might be advisable to do so. Posting a sign as N9GZ 
mentioned sounds like a good idea too.

Sometimes a passing vehicle would stop to ask if I needed help, which I 
didn't mind at all. Only last year, for the first time, was I ever 
approached by a landowner who objected to my presence by the roadside. 
But after some polite explanations he seemed satisified, if a bit puzzled.
