Hello Hank,
First, welcome to the madness and we really appreciate the guys
that come in from out of state for the event. I am sure you will get
plenty of attention if you get a special 1 X 1 call for the event.
I will make a couple of comments and I know there will be a
couple of others that are a little more versed in the county line/corner
procedures than I.
The rules are such that we encourage county corner/county line
stations to operate as close to the county line as is safely possible,
with the emphasis on safety. We do not require that part of the station
extend into all counties concerned, but we do like to see the station
position as realistically close as possible and if it is possible, to
straddle a county line. I think I saw a post a while back that the max
distance was 200 ' from the actual line and "wet" lines could not be
activated, meaning no operating from adjacent counties separated by a
river or body of water that required a bridge to cross it, again for
safety.
I am sure parking along the roadside may draw some attention and
there have been some encounters with law enforcement, but I think it was
mostly just checking to see what was going on. The best bet is to
contact one of the landowners and see if you can get permission to
operate on private property rather than on the road right of way.
The report would simply be callsign, RST and both counties you
are in. Anyone working you gets credit for 2 Q's and 2 mults for the one
contact.

I note there are several counties not to far south of Chicago which have
small amount of planned activity (at least last year they had only one
or two stations who reported they planned to activate the stations.) I
haven't studied the final results to confirm if these counties were
actually rare, but will do so before making any commitments.
I'm considering getting a one by one "9" call for the event, and parking
at the county line between two of these counties. I'd use a special
event call so folks wouldn't have a problem recognizing that I was in
Illinois, and not in "8" land.
I have a couple questions...
1. Do I really have to have my antenna on both sides of the county line
to be considered in both counties? I ask this because straddling a road
between two counties could be hazardous to whatever traffic might be
coming along the county line road.
2. How does one obtain "real" permission to park on one side of the road
or the other, straddling the county line? Will an operator run into
trouble with the local constabulary if he does something weird like
this? I ask this because a few years ago a couple of us set up in a
town park in Preble County, Ohio, and operated during the Ohio QSO
Party. About 6 p.m., after several hours of operation, we were
interrogated by the local police who said they had had reports of
"agents of Osama bin Laden" setting up in the park and transmitting
clandestine messages. :)
3. To get credit for two counties from one station, do I have to send
two consecutive reports with two serial numbers and two counties, or do
I send one report with both counties?
I've worked OQP and MiQP, but this will be my first adventure into the
ILQP, if plans actually materialize.
