[ILQSO] Logging software and County Line stations

Is anyone aware of any logging software that validates county line
stations?
 
For Example if I work a station in Adams County; I would want the second
county choices to be limited to Hancock, Schuyler, Brown, and Pike  (as
those are the only four counties that actually border Adams).
 
I have been playing with Microsoft Access and believe I have something
that works as above. It checks Illinois county lines as well as
three-county and four-county corners. 
 
If anyone would like to take a look at what I have I would be happy to
make it available at no charge via email. The zipped version is about 1
Meg, and of course it would require Microsoft Access to run.
 
As logging programs go, it is pretty crude. If any of the other "big
time" logging programs do this type of county line validation then I
would like to take a look at them, as they are probably a better choice.
