Hi Sam,
I can answer your question, I think, having operated mobile as well as
portable in many ILQPs since about 1962.
You are mobile if your station is such that it is possible to be operated
while in motion, whether you are parked, driving, standing on your head
or whatever. As long as the entire station is capable of
motion/operating you are mobile.
If you have a ground connection or radial on the ground or an antenna
connected to; your radio but not mounted on the vehicle, you are a
portable. That applies whether you are on a county line or in the
middle of a county.
If you have a mobile type installation but are operating from outside the
car, such as at a card table next to the parked car, you would be a
portable.

Glad to see I am not the only one who is 100 percent mobile, having no
home station due to antenna restrictions. Don't give up, You can work
the world that way.
