[ILQSO] Island portable?

Hi Jeff.

We had a similar question last year about operating from the middle 
of a river. The answer I gave back then was that we wouldn't permit 
using a river as a county line for the purpose of 2/3/4 county border 
operation. Pick one county and stick with it.

In regard to sending a US island number, you may send it if you want 
to but I think it'll confuse a lot of people who are not familiar 
with that program. It's your choice though.
