 I resurrected the following from a post from K9LY a couple of years ago:

 "Here's what I posted last year regarding county line operation:
 1) Safety is the first priority. Don't endanger yourself or others
 just to straddle the county line.
 2) Don't trespass onto private property to be near a county line.
 3) You can consider yourself at the border if you're within 100 yards
 of it. And of course, you need to be *in* Illinois -- not 100 yards
 across the state line."

 I know this puts the rules at odds with MARAC rules (and maybe USACA
 standards).  RAMS, however, as the sponsor of the contest, can define a
line
 as they wish.
