[ILQSO] IQP C/L operation

I'm sure someone in the IQP group will jump on this, but... Illinois
county line operation counts one QSO for each county and each county is a
multiplier.

As far as I know, this is the only state contest that let's you count a
four-county-QTH as four QSOs with ONE exchange... makes it very different
but also very good for the mobiles' score!  But it's a short contest, so
mobiles need all the help they can get!

I'm sending this in case everyone else is enjoying the holiday and not
reading the mail....
