I normally run APRS and since I'm not announcing what frequency the HF rig
is operating on I see no problem.  Also the
http://www.wulfden.org/APRSTracking.shtml   page maps do not indicate
counties so that's not a problem either.

Anyone have any input or rulings on the use of APRS in a mobile during
ILQSO?  I don't think it is against the rules as written but there may be
some ethical issues that I would like to avoid.
