  Certainly the "owners" of the contest may make any rules thay like!
As John said, they could declare that the 200 mile applies.
ALL I was saying is that with the current 3, 4 or more county lines as
well as the not really being in the county rules, the contest is losing
some stalwart state QSO pary regulars.
