[ILQSO] Logging program for /Ms in IQP

I've configured TrLog to work rather handily as far as the logging is
concerned.  Getting it to score the whole mess correctly is another matter.
If Steve can make WriteLog do that, good man!

I hope to run at least 6 or 7 counties and , at some time will be sitting on
