[ILQSO] Logging program for /Ms in IQP

Herb- I'm putting the finishing touches on
my ILQP module for WriteLog. It lets you
run multiple counties at a time and correctly
scores the receiving of multiple counties in
a single QSO.  Of course if you aren't a
WriteLog user this doesn't help much!
