Dan,
CQ100 is just a glorified "chat" system of software you install on a
computer, that the author of the software will only allow licensed
amateur radio operators to access the system. It's great for
shut-in's, and for those who cannot put up antennas, but want to
talk, CW, or otherwise communicate with other licensed ham's (but not
over the airwaves). It's free for 90 days, then if you wish to
continue after the 90 days, it will cost $32 for a year's
subscription to the service.
IRLP & Echolink are actual transmitters through other inter-connected
systems of similar ham radio network's.
