[ICOM] ICOM 746 PRO no transmit

Unfortunately, what they told you is the truth. The transceiver design 
is over 27 years old (originally released 1998). Technology has moved 
on. But maybe you'll find someone to look at it even if to confirm that 
it cannot be fixed. N0BXE has repaired a number of older radios for me. 
Check him out here <https://affordableradiorepair.com> If he can't do 
it, no one can.
