Brian, When you say you 'ruled that out', has you metered the voltage at 
rig input under TX load at pwr setting 7 (FT8 is a good load test),

prior to cutout, using a multimeter that has a min/max hold record, so 
you can see the stored minimum voltage during the cutout ?
