Oh and looks like the PA went through a circuit change since Icom came out
with an addendum around 2010 to the service manual.

Bob, thank you for contacting me back. I checked the fuse and it was
still good. The contacts were a bit tarnished, so I cleaned them up and
tried again with no success.
I went ahead and ensured the power cable fuses were good and clean as well.
