[ICOM] re recorder on IC-7300

Retransmission isn't supported by the Icom IC-7300 natively, but there is a
workaround.  It's a matter of putting the SD card in your computer, and
renaming the recorded audio file to one of those used for the voice memory
function, and then, with the SD card back in the 7300, transmitting that voice
memory.

Because of the added distortion/noise induced into the audio by the return trip
through the "ether" a second time, I could never understand why folks would
want to do that.  I prefer to send the audio file via e-mail.
