John,
this reply may be a bit late for your travels, but I flew Delta JAX to OKC and return about 3 weeks ago, and had the laptop with spare battery and the HT. TSA didn't give it a second glance. The scanner uses ni-cads, difference chemistry.
The issue with lithium batteries in checked luggage is that if there is a fire with the battery, nothing can be done with it in the cargo hold area. At least if it is in carry-on, a battery fire can either be extinguished or contained.

I am getting ready to fly tomorrow, and the on-line check in for the
airline says you cannot transport lithium batteries in your checked or
carry on luggage. If that is so, can I still take my HT with me, since it
uses lithium ion batteries? And doesn't everyone's laptop and cell phones
use lithium batteries? How do they get around this?
