[ICOM] 706MKiiG No transmit/receive

All-
Hoping someone has run into this problem.
The radio will not receive anything, and on FM it just makes a static and popping noise.  Keying, the transmit light does not come on.  There is no power output.
Checked the Reference VCO on the PLL board, and the best I can get out of it is 0.180 V.  It does change with the adjustment of the capacitor.
The other 3 VCO's are similarly reduced in voltage.
I have checked the voltage regulators, and they all are putting out a solid 5 or 8 V.
Question is, any ideas what would be limiting the voltage in the VCO circuits?
