[ICOM] IC-735, no control of output

Greetings;

Picked up an IC-735 to use as a test source for amplifiers. Cleaned it 
up (gunked up switches,etc). All works fine now *EXCEPT* there is no 
control of output. It runs wide open (at least the PA transistors and 
drivers are OK). Good modulation, RX is very good. CW is clean. Needs 
display lamps but that is low on the priority list

The control is good and functioning smoothly. Voltage at POC point pin 4 
on J3 on the main PWB is 0-2.5 volts.

8 volts is present on J3, pin 5.

I've owned and worked on a number of these through the years but never 
this problem; usually the opposite!.

Any thoughts or shared experience would be appreciated.
