[ICOM] IC-V82 repeater offset

A friend bought a used V-82 and couldn't get the correct offset...
He asked for help [what an idiot...RTFM] sure, bring it over!

Starting from scratch [CPU reset]
Can't find 'auto offset' in initial setup and manually trying to set the 
offset the only choices are:
4.98
5.00
5.02
5.04  - 5.24

Soooo, choices are:
I rushed to judgement with the name calling and doing something wrong myself
Radio does not work  correctly... Although it does talk simplex
or it's an EU or JA model

Any ideas anyone?
