I used to have such noise at an IC-761. Unlike others suggest, I believe, my
problem was related to a serious mismatch in the tuner. I mean, the tuner is
automatic but still there is a substantial part of manual set-up. If it goes
too far from match with an antenna and the tuner's involvement increases,
the sound emerges. Adjusting the tuner did really help in my particular
case.
Hope it helps.

Subject: [ICOM] IC-761 High Pitched Whine
Hello all
I have an IC-761 that has developed an intermittent high pitched whine. The
sound is coming from inside the rig and not through the speaker. The
problem is that it is becoming more frequent.
According to QSL.net, one of the possible causes is a DC-DC converter on the
display board identified as DP-6. Unfortunately, this device is no longer
manufactured.
Has anybody found an alternative to the DP-6 or a means to repair it?
Regards and 73
