[ICOM] RC-10 Frequency Controller

The device I built was done after I bought the CI-4 interface.  So long ago
I have trouble remembering.  It seems that the early interface was
parallel.  Seems that some people did the software to use Centronix ports
to drive the CI-4 too.  I liked the 720/740 too at the time.  It seems like
the Mil Spec 1030 was one of the earliest to offer an RS-232 interface.
