[ICOM] ICOM IC-2350H questions

My son-in-law bought a used IC-2350H off eBay.  The cooling fan doesn't run on either AT or ON position in the settings.  We're going to undertake trying to get the fan off the back and see whether it's connected to power or not.
 
Secondly, when he turns it on, it goes into some kind of scanning function, sometimes with a lot of unusual figures running across the display.  It can be temporarily shut off by pressing one of the main band buttons.  We've looked through the instruction manual, but haven't been able to  match the condition up with anything there, and sure would like to be able to disable the annoyance!   Any help would be appreciated.  73 - George, N9EJS
