The IC-208 was notorious for the mic PTT button failing. It is so bad that
I actually bought a dozen or so buttons and handed them out to IC-208 users.
I have two left for my 208. So before you send the radio in, check that the
PTT button is working.
As for repairs - you can't do better than Scott Malcom, MTS at toledotel.com.
You could certainly do a lot worse. Check his reviews on E-Ham.

Subject: [ICOM] No Transmit on my IC-208H
The TX died on my IC-208H today as I was returning home from Dayton. I was
on simplex at the time. I thought it might have overheated, but I stopped
at the next exit and the radio's fins were barely warm to the touch.
It will not transmit on 2m or on 70cm. I changed the radio to mike cable
and no luck. I did a partial reset and an all reset. Still no luck. So it
seems either a mike PTT or radio TX problem.
Do anyone have any thoughts on this problem? Since this is out of warranty,
what is the name of a good repair shop?
