[ICOM] PW-1

I have a PW-1 that I just purchased and everything seems to work except
there is no RF or Receive feed through when the power to the PW-1 is turned
off. I understand that the early PW-1's had this problem but the later ones
did not. I did a CPU reset and the ALC adjustment and the Programming the
CI-V address procedure in the manual and it was satisfactory. I also tried
to do the Initial settings for CI-V remote control operation but the number
1 Input LED never came on when I powered up the IC-7600. The PW-1 changes
bands as I change bands on my IC-7600. The tuner works fine and the amp has
full output. 
Does anyone know what serial number was the change over for the feed through
problem in the early serial number amps?? 
My amps serial number is 1473. Any help would be appreciated.
