Patrick,
   The S meter is very relational.   You could have two 7000's side by
side, and see that much variation.   The big question is, when you can
just barely copy a low signal in the noise on say the 718, how
copiable is it on the 7000?   Most radio's are supose to be setup so
the S meter reads a S9 at either 50 or 100uv.  But that's very
relative also.   Try the two radio's out on different spots on the
same band, say the low end, mid range, and high end of the band.  You
may well see one have a higher reading at one spot, the other at
another.   Try different bands, same setup.   You'll get different
readings between the radio's.  The critical question is how they work
at the S1 level to no signal meter reading.  Preamp not needed on
20-160 generally, but 6 thru 15 on bad days sure help with the preamp.
