Ted,
   If all else fails, wire a TS-32 tone encoder in.   They're small,
uses dipswitches to program.   Just put a chart on the back of the
radio for the tone settings you need, extend the dipswitch to the back
also if you need.   It will work with any radio.   I've done that to
several of the old radios, commercially and ham radio related.
