[ICOM] ICOM repair?

The IC-32AT does not require an operating system reload.
The CPU operating system is permanently burned into the CPU, its mask 
programmed when the CPU is made.

The " U " in the display means VCO is unlocked.

Though that should not make the display do other strange things.
Give Bellevue a call and see if they can still service the radio.

Voltage regulator, something else effecting the CPU. I don't remember if 
a faulty diode in the matrix would cause it to do such thing as you 
describe.
