[ICOM] Programming Icom IC-207H

Thanks, Bob. You've tried this? I figured there must have been some reason
ICOM separated the "to radio" and "from radio" data (unlike all the rest of
their radios) in the 207, I'll give it a try -- doesn't look like I can
damage anything if it doesn't work. --Mike, WV2ZOW
