ICOM makes lots of handheld radios for government and commercial 
use.  I would recommend that you contact an ICOM commercial radio 
sales representative who should be able to show you all the models 
available and explain all of the FCC paperwork that would be involved.

Ann, this particular e-mail list specializes in ICOM radios designed 
for amateur "ham" radio use which cannot be used for normal 
commercial or governmental use.  Call an ICOM sales 
representative.  This is their bread and butter and they should have 
the answer to all of your questions.  Good luck.
