[ICOM] Emergency radio ICOM

(I am assuming you are in the US.  If not, the licensing/legality of this may be different in your country)

You will need to get the non-Amateur versions of these radios no matter what brand you get (unless everyone who will use them is a licensed Amateur radio operator).  Motorola, Kenwood, Icom all have commercial/business models.  Check FCC licensing requirements too.  You may need a license for their use unless your company already has a license for security, truck dispatching, etc. 

If the radios will be placed in a ER kit and then that kit is placed in a closet, then battery storage will become and issue. Radios that can use regular AA lithium batteries (Shelf life of 10 years I think) would be needed. 

You mention "underground rooms" - that will be a problem too.  Depending on distance, wall thickness, etc you may have a hard time with any type of hand held radio.

You best best is to go to a 2-way radio shop that specializes in that - unfortunately they won't be cheap.

There are options out there, you just need to weigh in all your factors - Battery Storage, capability to penetrate walls, etc.
