That is a common side effect of using a noise blanker. Not familiar with the 746, there might be a NB Level control that would be of some utility.

My 746 is an original 746 model with no mods. I have always noted there was
noise from what sounds like splatter from a nearby station.
I found by turning the NB function OFF, the noise stopped and I have
relatively clean received audio.
Has anyone else realized this or is there an internal adjustment I should
make??
On the other hand maybe I should leave the NB off.
