[ICOM] No power out in FM mode on an IC-706MKIIG

A techie type sent me the  way to measure the voltage and fix it but it 
was way beyond my abilities and resources and that was many moons ago. 
Since I had some perfectly good 2M FM rigs I used in the vehicle, I 
never saw a need to fix the FM problem with the early 706 and sold it as 
is. I've not seen the problem with my MKIIG but I don't use it on FM either.
