[ICOM] tuning knob skirt

[Vladimir Sidorov]

The 3M double faced tape fixed the rubber skirt of one of my IC-775DSP so 
well that the rig has changed hands twice since I've sold it and people 
don't have any idea about the used-to-be loosness of the skirt...
