Nate,

Check your "Meter" switch. If it is in "ALC" position it will show about 1/2
power which is at the top of the ALC scale.
Make sure the switch is in the "PO" position (not depressed).
If the switch is depressed it will be in the ALC position.
Also make sure the SWR switch in the back of the radio is in the "PO"
position.

Enjoy the nice radio. I have had mine for 22 years and its still going
strong. Mine has only been opened twice. Once to change the battery and the
other time to change the CI-V baud rate to 9600.
