Hi Jim,
 I repaired my supply in my Icom 765,  Q4 and Q5 were open and so was 
R5, I also replaced C18 and C19. Mine wasnt blowing fuses. If yours isnt 
blowing fuses try checking Q4, Q5 and R5.
