[ICOM] IC-781 CIV converter problem

Indeed, that should be the very first thing to check.  The next test  
may be to substitute another level convertor, I have an extra USB  
based cable I'll let you keep to help you get an idea of where the  
problem is.  Send your address.  Free!  I picked up several for my  
radios a few years ago, got rid of a radio or two, so have a couple  
spares and you're welcome to one of them.
