Hi Larry,

What is perhaps not so widely known is that FCC Part 97 certification is
required only for external power amplifiers. The only FCC certification
required for amateur transceivers is under Part 15, and that only if the
radio covers bands above 30 MHz. The 60m band is irrelevant to this
certification requirement; it is up to the operator, not the equipment
manufacturer, to ensure compliance with the FCC rules for this band.

Industry Canada does not require certification of any amateur radio
equipment.

Of course amateur radio transmitters are required to comply with FCC Part
97.307 and Industry Canada RBR-4 in regard to spectral purity etc., but
manufacturers are not required to submit proof of compliance.

As Canada does not authorise 60m amateur operation, the 60m question is moot
up here.

AT the time the 746 was designed and FCC approval given , 60 meters was not
a ham band. Icom there fore can not change the design on that radio for its
customers with out voiding that FCC approval. For operation for customers
intending to use it legally within certain adjacent frequencies such as CAP
and Mars, that may be within those approval limits. I am not sure.
