[ICOM] IC 211 - where's the FM modulator ti install a tone board

Hi:

I would like to add a tone encoder to my IC 211 2m all mode but cannot locate the FM modulator.  The manual(less schematic) calls out Q11 as the modulator it self but I should be looking for the wiper of the transmit discriminator in order to wire in the subaudible tones.
Any whiz kids on the IC 211 out there?
