I don't think that is what he means? The Icom supplies need 2 pins to short 
for the supply to work. The on off on the radio is for the both the supply 
and the radio

When he plugs it into his Pro 2 the radio shorts these pins on turn on.

To use this supply with other radios these 2 pins must be manually 
connected.
