Eric,

The X2A and W2A that do not turn on, let a fully charged battery or 
charger be attached for about 4 hours then reset the unit and see if it 
powers up after that if you have not tried it. In those day Icom used a 
rechargeable internal lithium battery. Though I am not 100% for sure the 
X2A and W2A used internal lithium batteries. Icom was changing over to 
eeproms too about the time frame those products were produced. But a 
quick test would not hurt.
My memory is getting short though, the other day I told another about a 
"reset circuit" in his W2A and Bruce reminded me and others here that 
circuit was actually a voltage regulator.

Many times the 2SAT series would not power on and doing as mentioned 
above would " fix" the problem.
